Try and get to the route of the problem by reinventing the system, so that they don’t have to learn ‘the knowledge’ and allow for sat navs in cars.

Taxi drivers, 4×4 mums on school runs, lorrys, white vans, buses, old people that go 30 in 60, and 70 in 30 mph lanes, and foreign nonlegal drivers, boy/girl racers that tail gate you, they all tick me off and are drivers.

Well just off the top of my head, my creative solution would be to combine a government partially funded training program/classes and also being able to charge a smaller fare, 10% less. But the cabs would be labeled Taxi In Training so that the customer would understand that they are taking a risk using a non fully licensed driver.
Probably the GPS/GIS system could help to lower entrance barrier for a taxi driver in London.
